Nicole Layton is an attorney in the firm’s Energy, Water & Utility Law Group. Prior to joining Osborn Maledon, Nicole was with the Arizona Corporation Commission as a principal representative of the Commission Safety Division in enforcement actions, investigations, internal oversight matters, negotiations, hearings, and policy pursuits. She led regulatory development initiatives and advised commissioners and policy advisors on issues related to policy recommendations and procedures, including engagement with internal and external stakeholders. Nicole has represented the Commission Utilities Division in numerous administrative hearings, including as the lead attorney on multiple rate cases. She has also helped shape appellate strategy through the development of authoritative appellate briefs.
Nicole graduated with her J.D. from Arizona State University, Sandra Day O’Connor College of Law and holds a bachelor’s degree in Chemistry from the University of Missouri. In her free time, Nicole enjoys knitting, yoga and hiking.
