Professional experience
Aram Orbelyan returned to "Concern-Dialog" team as a Senior Partner in 2014 after a four-year-break. At present he is responsible for litigation practice and development of public consultancy services.
From 2011 to 2014 Aram Orbelyan held the position of the deputy minister of Justice of Armenia, where he was responsible for innovative improvements in the fields of business registry, civil status acts registry, Notary system, civil legislation, etc.
From 2009 to 2011 he worked at “Concern-Dialog” law firm first as senior associate, and then as the deputy director of the firm. In this period he actively participated in the development of new areas of legal practice of “Concern-Dialog” and implementation of new management methodologies. Due to his devoted performance and innovative approach Mr. Orbelyan was welcomed as a shareholder of the company.
From 2006 to 2007 Aram Orbleyan worked at the International Committee of the Red Cross (ICRC) regional delegation in Moscow first as the assistant to the senior legal adviser, then as legal adviser.
In parallel to his chief activity, Mr. Orbelyan lectures at the School of Advocates of RA (since 2012), at the French University in Armenia (since 2013), and at the Justice Academy of RA (since 2014).
Education and trainings
December 2009, Aram Orbelyan attended “Legal dialogue for legal transformation” winter academy in Berlin organized by GTZ and Hartie School of Governance.
September 2007, he attended the Third Central Asian Advance Course of IHL in Tashkent, Uzbekistan organized by ICRC Tashkent delegation.
July 2005, he attended the First CIS Summer School on IHL in Moscow organized by ICRC Moscow delegation.
2000-2008 Mr. Orbelyan has studied at Moscow State Institute of International Relations(MGIMO), where he obtained his Bachelor degree in Legal Studies (2004), Honor degree ofInternational Lawyer (Jurist) in Jurisprudence with command of foreign languages (2005), and PhD degree in Law (2008). The topic of his dissertation was "The use of armed force in modern international relations."
Projects and significant cases accomplished
- Represented a trustee organization in a lawsuit concerning purported discriminatory dismissal dispute by thirteen 13 former employees of the trustee organization.
- Represented a corporative dispute brought by one of the shareholders at a major corporation concerning a payout of more than AMD 150 mln. (about EUR 280 000) to be disbursed by the other shareholders.
- Represented a lawsuit on annulation of administrative act of charging a major taxpayer with AMD 3.7 billion (EUR 6 900 000) additional tax liability.
- Conducted legal audits of a number of major organizations in telecommunication sector (due diligence) and provided legal guidance for four different investment and acquisition transactions in the aforementioned sector.
- Led the workshops of governmental lawyers’ working group and provided relevant legal opinion when the Government of RA issued the first batch of Eurobonds worth USD 700 mln. in total.
- represented the Government of RA international arbitration (worth USD 7 mln. in total) related to FIDIC yellow book contract.
- Coordinated the workshops on new civil legislation code of RA.
- Coordinated the processing of over a decade of policy documents and more than two hundred legislative acts.
- Coordinated the electronic management implementation procedures in the State Register Agency of Legal Entities of RA, in Civil Acts Registration Office, and in Notary system of RA.
