Casner & Edwards Attorneys Anita S. Lichtblau and Sharon C. Lincoln Present at CAPLAW 2025 National Training Conference

Casner & Edwards partners Anita S. Lichtblau and Sharon C. Lincoln presented multiple sessions at the Community Action Program Legal Services, Inc. (CAPLAW) 2025 National Training Conference on May 28-30. The three-day conference brought together leaders of Community Action Agencies and other grant-funded organizations from across the country to navigate the legal and governance challenges they face as they deliver essential services in their communities.

On May 28, Lincoln presented, “On the Agenda: Tools for Effective Board Meeting Management.” The session provided tips for board meeting management, including topics such as Robert’s Rules, agendas, resolutions, and minutes.

Lichtblau presented two sessions: “Relationship Advice: The Executive Director and CAA Board,” on May 29, and “Financial Styling: Braiding, Blending, and Layering Funds,” on May 30. “Relationship Advice” offered strategies to navigate the challenges of improving and enhancing a CAA board/executive director relationship. “Financial Styling” explored the basics of working with funds from multiple sources and discussed how organizations can prepare for blending, braiding, and layering funds.

Lichtblau provides comprehensive legal advice to nonprofits and tax exempt organizations and businesses and individuals involved in nonprofit matters. She advises nonprofit organizations on a wide variety of legal issues, including formation of organizations and application for tax-exempt status, maintenance of tax-exempt status, governance, lobbying and political activity. She specializes in the creation of corporate policies, employment matters and government and private grants and contracts. Lichtblau is a former Executive Director of CAPLAW.

Lincoln’s practice focuses on advising nonprofit entities on the wide range of issues related to their tax-exempt status, including formation, funding, governance, executive compensation (including deferred compensation), regulatory compliance, restructuring, international grant making, lobbying, unrelated business income, tax opinions, and mergers & acquisitions. She also represents clients in matters involving the California Attorney General and Franchise Tax Board, the Massachusetts Attorney General and Department of Revenue, and the Internal Revenue Service.

Community Action Program Legal Services Inc. (CAPLAW) is a national organization dedicated to empowering and sustaining a dynamic network of community organizations. Their mission is to eliminate poverty by strengthening the legal and management capacity of Community Action Agencies (CAAs). Through consultations, training and resources, CAPLAW equips CAAs with the knowledge and tools to operate as accountable and effective change agents. CAPLAW also provides guidance to federal, state and national Community Action partners on legal and financial issues affecting CAAs.
