Change of Working Conditions Regime for Administrative Workers

Ordinance No. 191/2023, dated July 6, initiated by the Ministries of Internal Administration, Justice, Economy and Sea, Culture, Solidarity and Social Security, Health, Environment and Climate Action, and Agriculture and Food, introduces the fifth amendment to Decree No. 182/2018, dated June 22, which regulates the working conditions of administrative workers who are not covered by any specific collective regulation.

The Ordinance establishes the regulation of minimum working conditions for administrative workers performing duties in sectors or branches of activity where no employers’ association exists, with which the trade unions representing them can enter into collective agreements. It also has an impact on the meal allowance and salary scale of administrative workers. This implies the need for a revision of the salary scale and the value assigned to each administrative worker as a meal allowance.

Ordinance No. 191/2023, dated July 6, is retroactive and has been in effect since Abril 1, 2023.
