Decree-Law no. 66/2023, of August 8, was published, implementing EU regulations in matters related essentially to the regulation of securities and financial markets, as well as partially transposing Directive (EU) 2021/2118 on civil liability insurance for the use of motor vehicles.

In respect to the implementation of EU regulations, special mention should be made of the implementation of Regulation (EU) 2016/1011 on indices used as benchmarks in financial instruments and contracts or to measure the performance of investment funds, the amendments to the Legal Framework for Collaborative Financing, the Securities Code, Decree-Law 40/2014 of 18 March on over-the-counter derivatives, central counterparties and trade repositories. The present diploma also amends the Legal Framework for Payment Services and Electronic Money and implements the DLT Regulation.

This Act is available here. It takes effect from 1 October 2023, with the exception of the rules relating to the Legal Regime for Collaborative and Loan Financing, which will enter into force on the day of entry into force of the Regulations to be issued by the CMVM.
